Magazine Capacity has an insignificant impact on an active shooter. The time required to change a magazine is so minimal that whether it will hold 100 rounds or 10 does not change anything substantial.

Politicians have agreed on a randomly selected number of rounds that are “acceptable” to them that are not based on anything other than feelings and impressions. They cannot provide any factual basis for their willingness to accept 5, 7 or 10 rounds.
